Y.Bhg. Dato’ Ir. Lim Chow Hock was the President of The Institution of Engineers, Malaysia (IEM) from 2014 to 2016.
He holds a B.Eng. (Hons) (Civil) degree from the University of Malaya and a postgraduate diploma in Water Resources
Engineering from the University of Birmingham. He has been elected as a Fellow of the Academy of Sciences Malaysia.
Prior to being elected as the President of the Institution, he had served IEM in various
capacities including as Deputy President, Vice President, Chairman of the Standing Committee on Finance, Chairman of the
Standing Committee on Corporate Affairs, Deputy Chairman of the Standing Committee on Welfare and Service Matters and member
of several other Standing Committees, Subcommittees and Technical Divisions. He had also served as the Chairman of the
APEC/International PE Registers as well as the Secretary General and Chairman of the ASEAN Federation of Engineering Organisations (AFEO).
He was the Chairman of the IEM Southern Branch from 1991 to 1993.
Since his graduation in 1978, Y.Bhg. Dato’ Ir. Lim Chow Hock had served in the Department of Irrigation
and Drainage Malaysia (DID). He retired in June 2014 after serving for 36 years in the government. He has extensive experience in the
field of irrigation, agricultural drainage, peatland management, flood mitigation, urban stormwater management, river engineering,
coastal zone management, hydrology and water resources management. He had served in many states in various capacities throughout
his career; at the district level, project, state and headquarters offices. He had also served as the State Director of DID Kelantan
as well as the Senior Director (Management) of DID Malaysia.
In his previous roles at DID, he was responsible for all programmes and initiatives associated
with Integrated Water Resources Management (IWRM), Integrated River Basin Management (IRBM) and Integrated Coastal Zone Management (ICZM).
He was involved in some major projects such as the Western Johor Integrated Agricultural Development Project, the SMART Project,
the River of Life Project, the Pahang River Mouth Breakwaters and the Tok Jembal Beach Nourishment Project in Terengganu.
He is currently the Chairman of the Malaysian Capacity Development Network (MyCDNet) which is affiliated to Cap-Net UNDP.
He is a member of several other professional associations including the Malaysian Institute of Management, the Malaysian Stormwater Organisation,
the Malaysian Water Partnership, the Association for Hydro-Environment Engineering and Research, and the Malaysian Coastal Reservoir Association.
He is a Certified Auditor for Quality Management System registered with the Malaysia Register of Chartered Auditors (MRCA) and also a Certified Professional
in Erosion and Sediment Control (CPESC). He is a member of the Board of Management for the Global Environment Centre (GEC).
He has been appointed as an Adjunct Professor with the University of Malaya and he also sits in the Board of Governors for
the Infrastructure University Kuala Lumpur.
Dato’ Ir. Lim is currently serving as a Commissioner with the National Water Services Commission (SPAN) and as a
Technical Advisor to the State Government of Penang on matters related to flooding and water management.
Y.Bhg. Dato’ Ir. Lim received the “Pingat Sultan Ismail” award from Johor in 2001.
In 2008, he received the “Dato' Paduka Setia Mahkota Kelantan” (D.P.S.K.) which carries the title “Dato” from His Majesty Al-Sultan of Kelantan.
